U.S. Vice President JD Vance accused the Biden administration of knowing about a plot to assassinate Haitian President Jovenel Moïse and failing to act. Vance said a criminal network operating between Florida and Haiti used COVID-era government loans to help finance the 2021 assassination.
Federal prosecutors have established that Walter Veintemilla helped finance the conspiracy through a $175,000 loan agreement funded with proceeds derived from other participants’ COVID-era Paycheck Protection Program and Economic Injury Disaster Loan funds. A federal jury convicted Veintemilla and three other defendants in May 2026 for their roles in the plot.
Vance said the Trump administration would pursue the remaining individuals involved in the case. However, the claim that the Biden administration knew about the assassination plot has not been independently established in the Justice Department’s public account of the case.
