Santo Domingo, R.D. – The President of the Republic, Luis Abinader, ordered a series of changes in the government through Decree no. 2-26, with new appointments in the agricultural, fiscal, gender, and social policies sectors, as part of an administrative reorganization for the current government period.
According to the provision, Francisco Oliverio Espaillat Bencosme was appointed Minister of Agriculture. Espaillat Bencosme is an agricultural engineer, a cum laude graduate of the Pontificia Universidad Católica Madre y Maestra (PUCMM), and has more than three decades of experience in the national rice sector. He has been linked to agricultural modernization processes and was recognized in 2021 by the Junta Agroempresarial Dominicana as Agro-entrepreneur of the Year.
In the fiscal sphere, the decree appoints Pedro Porfirio Urrutia Sangiovanni as the general director of the General Directorate of Internal Taxes (DGII). Urrutia Sangiovanni is a certified public accountant, with a master’s degree in Tax Law and Fiscal Advisory. He is a founding partner of the Moore ULA firm and has participated in the elaboration and revision of legal frameworks linked to the tax and corporate system of the country.

Likewise, Gloria Roely Reyes Gómez was appointed Minister of Women. Reyes Gómez is a lawyer, with training in International Law and Microfinance, and was a deputy for the 5th constituency of the National District during the 2016-2020 period. Previously, she served as general director of the Supérate program, where she was in charge of the execution of social assistance and development policies.

In the social area, the decree establishes the appointment of Mayra Jiménez as director of the Dirección de Desarrollo Social Supérate. Jiménez was Minister of Women since 2020 and has experience in regional and international forums related to equality policies and women’s rights. Likewise, Geanilda Vásquez will assume as coordinator of the Social Policy Cabinet. Vásquez holds a doctorate in Law, with a master’s degree in Public Management, and has held various positions in public administration, including diplomatic and institutional management functions.
The president reported that with these new appointments, the government is beginning a new stage that will bring transformations to continue improving the quality of life of Dominicans.
