Members of the Chamber of Accounts of the Dominican Republic (CCRD) carried out an on-site supervision of the audit and fiscalization procedures executed by the control body on various State institutions. These visits are framed within the determination of the current Plenary to guarantee that all external control processes are carried out with transparency, high technical quality standards, and full respect for the rights of the audited entities.
This first visit, which is part of a general oversight process of all ongoing audits, was led by the Vice President of the Chamber of Accounts, Francisco Tamárez Florentino, and by the member of the Plenary, Francisco Franco, both members of the Audit Commission. The day took place at the facilities of the National Health Insurance (SENASA), with the aim of verifying the progress of the special forensic investigation and the financial audit being carried out on the state Health Risk Administrator (ARS).
During the visit, the Vice President of the CCRD and President of the Audit Commission, licenciado Francisco Tamárez Florentino, accompanied by Plenary member Francisco Franco, reaffirmed the institution’s commitment to thoroughness, technical quality, and strict adherence to national and international standards governing the audit and investigation processes carried out at SENASA.
“There are fourteen lines of research; of these, the field teams have practically completed eight, with only a few details remaining,” Tamárez Florentino specified.
Similarly, the member of the Plenary of the Chamber of Accounts and of the Audit Commission, licenciado Francisco Franco, guaranteed the high standards of transparency, efficiency and technical and legal rigor with which the auditing body carries out the investigations in the National Health Insurance.

“In addition to meeting the established deadlines, we continue to work in a coordinated manner in an investigative technical table with the criminal prosecution bodies, with the aim of articulating the lines of findings, always with respect for the constitutional and legal attributions of each institution, and under an approach of inter-institutional collaboration. We are carrying out an exhaustive work, as expected by Dominican society, seeking to present a thorough and complete report, taking into account that Law No. 18-24 establishes that the reports of the Chamber of Accounts constitute a first-order evidentiary element,” said Franco.
Both officials highlighted the professionalism, technical capacity, and ethical commitment of the audit staff of the Court of Auditors. “We will deliver work within the required time, with due diligence and quality, which serves as a reference, always respecting deadlines, due process, and the criteria established by law for this type of audit,” said Francisco Franco.
During the meeting with the audit teams executing the fiscalization in the state ARS, the Audit Commission of the Chamber of Accounts informed that it is expected that the preliminary report of the investigation into SENASA will be ready in no more than three months.
