Santo Domingo.– The Second Instruction Court of the National District ordered the Attorney General’s Office (PGR) to pay more than RD$7.5 million, after determining that it failed to comply with a judicial decision ordering the return of assets seized from Juan Francisco Álvarez Carbuccia, who is linked to the case of the alleged fraud against the State and sabotage of the traffic light network.
The decision was issued by Judge Patricia Padilla, who ordered the liquidation of the astreinte imposed on the Public Prosecutor’s Office after verifying that the institution did not execute the resolution issued last year within the established deadline.
In accordance with resolution No. 058-2026-SOTR-00044, when the court reviewed the request, most of the assets had already been handed over by the Public Prosecutor’s Office. However, the return of a Samsung S3 cell phone, dating back to 2012, remained pending.
The court concluded that the failure to comply with the court order resulted in the application of the previously imposed financial penalty, and therefore ordered the payment of the established sum.

The case relates to the investigation into the alleged fraud against the State and the sabotage of the traffic light network, a process in which Álvarez Carbuccia is among the defendants. The decision is limited to the failure to comply with the order to return assets and does not address the merits of the criminal proceedings.
