Santo Domingo.- In the framework of its recent plenary assembly held in this capital, the Union of Latin American Parties (UPLA) announced the election of its new board for the period 2026-2028, highlighting the designation of
Pelegrín Castillo Semán as political vice president of the organization.
Castillo Semán, current president of the National Progressive Force (FNP), joins the leadership of this international organization, which represents the regional branch of the International Democrat Union (IDU), the global network of the world’s most important center-right and conservative parties.
The new structure of UPLA, defined during the work sessions held between December 1st and 3rd, will be chaired by Chilean senator Francisco Chahuán (from the National Renewal party). The political vice presidency will have a high-level representation composed of: Keiko Fujimori from Fuerza Popular of Peru; Hernán Cadavid from Centro Democrático of Colombia; Orlando Gutiérrez-Boronat from the Assembly of the Cuban Resistance and Cuban Democratic Directory; Pelegrín Castillo Semán from the National Progressive Force of the Dominican Republic.
For his part, former Argentine deputy Julián Obiglio (PRO Party), who served as president for the last four years, will assume the Executive Vice Presidency, ensuring the continuity of the organization’s strategic projects.
The UPLA, founded in 1992, is a benchmark in the defense of democratic values, freedom, and conservative thought on the continent. Currently, it brings together 32 political parties from 17 countries, collaborating closely with think tanks and international foundations to promote public policies based on development and the Rule of Law.
In the Dominican Republic, the presence of UPLA is consolidated through its member parties: the Social Christian Reformist Party (PRSC) and the National Progressive Force (
FNP). Likewise, during this plenary session, the admission of the Quisqueyano Christian Democrat Party (PQDC) was approved under the observer member category.
With this choice, the Dominican Republic reaffirms its political weight in multilateral party organizations, strengthening cooperation ties with the democratic forces of all of Latin America.
