Santo Domingo.– The Ministry of Public Administration (MAP) and the Superintendency of Electricity (SIE) signed a collaboration agreement to strengthen the skills of technicians and electrician assistants working in the public sector, as well as to facilitate the obtaining of the licenses required for the exercise of their duties.
During the signing of the agreement, the Minister of Public Administration, Sigmund Freund, specified that “this agreement puts into perspective that every person who provides this service must have the minimum conditions to be able to carry it out”.
“We, as the governing body of the Public Administration, will always support training initiatives for public servants and the proper registration of those who enter the Public Administration to perform any type of function,” he expressed.
For his part, the Superintendent of Electricity, Andrés Astacio, highlighted that electricity requires technical competence, compliance with regulations, and, above all, safety.
“With this agreement, we are moving forward so that electrical technicians who provide services in public institutions are duly certified and registered, ensuring that this work is carried out by qualified personnel and under established standards,” he stated.
Astacio added that this initiative will contribute to having safer, more reliable, and more efficient electrical installations in State institutions.
The purpose of the agreement is to ensure that the technical personnel involved in the installation, maintenance, and construction of electrical systems in public institutions throughout the national territory possess the corresponding license, in accordance with Resolution SIE-065-2016-MEMI, which establishes the Regulation for the Issuance and Oversight of Licenses for Electrician Technicians, as well as other applicable regulations.

Likewise, both institutions will establish the necessary procedures and mechanisms to strengthen training, and to regulate and oversee the performance of technical work in electricity within the public administration.

The initiative seeks to ensure that construction and maintenance work on electrical installations is carried out under quality and safety criteria, in addition to contributing to the prevention of accidents related to unsafe installations or poor practices.
As part of the process, the training sessions will be provided by the National Institute for Technical Professional Training (Infotep) or other technical or educational training institutions that have the endorsement of the SIE.

Through the agreement, training programs and workshops will be developed so that participants can meet the conditions established for obtaining the license.
Once the training process is completed and the corresponding requirements are met, the Superintendency of Electricity will proceed to issue the licenses for the electrical technicians of the Public Administration.
As part of the agreement, the first license will be issued free of charge, which will facilitate the incorporation of technicians into the process of regularization and certification of their professional competencies.

The collaboration between the MAP and the SIE seeks to regularize, professionalize, and certify the technical competencies of personnel performing electrical work in the public administration.
Among the main benefits are:
- First free license: The SIE will issue the first technical license at no cost to qualified technical personnel of the public administration.
- Scholarships for public servants: Students and collaborators from the State’s technical area will be included in the scholarship programs offered by the SIE.
- Higher quality and safety: The goal is to raise the technical standards of state buildings and infrastructure and reduce the risks of accidents and unsafe installations, in accordance with the National Electrical Code.
- Compliance with Law 125-01 and Resolution SIE-065-2016: The initiative seeks to ensure that the public sector complies with the requirement that every technician or electrical assistant must have the qualifying license to perform their duties.
