Abinader proposes that the DR be the headquarters for an Ibero-American artificial intelligence center

The President of the Republic, Luis Abinader, proposed that the Dominican Republic become the headquarters for an Ibero-American artificial intelligence (AI) center, with the purpose of strengthening technological cooperation and contributing to the implementation of the agreements reached on this matter during the XXX Ibero-American Summit.

During his speech before the participating leaders, the head of state expressed the Dominican government’s willingness to provide the necessary resources to establish an institution that promotes the objectives of the Ibero-American artificial intelligence alliance.

To materialize the proposal, Abinader assured that the country is “making available all the institutional and technical infrastructure resources that we have.”

The president explained that the center could function as a coordination platform to consolidate regional initiatives related to the development and application of artificial intelligence.

Abinader calls for the use of artificial intelligence to reduce inequalities

The president highlighted the importance of ensuring that technological advances contribute to the development of Ibero-American countries and do not deepen social and economic disparities.

“Artificial intelligence must be a tool to bridge gaps, not to widen inequalities,” he/she stated.

In that context, he recalled the Ibero-American Charter of Principles and Rights in Digital Environments, adopted in Santo Domingo in 2023, which establishes principles aimed at protecting people’s rights in the technological environment.

Abinader considered it necessary to maintain human dignity as a central element of digital transformation and to promote cooperation mechanisms that allow for taking advantage of the benefits of these technologies.

President proposes strengthening cooperation in the face of global crises

During his speech, the president also called on Ibero-American countries to promote joint actions to face economic, social, and environmental challenges.

Among the priority areas, he mentioned family farming, social protection, and the strengthening of early warning systems for climate risk management.

Abinader maintained that regional cooperation must be translated into concrete initiatives that allow for improving the living conditions of the population and strengthening the response capacity of the States.

Highlights reduction of hunger and poverty in the Dominican Republic

In his speech, the head of State presented the results of the government’s management in social and economic matters.

He stated that the Dominican Republic managed to reduce the prevalence of undernourishment to below 2.5%, a result that, as he highlighted, was recognized by the Food and Agriculture Organization of the United Nations (FAO) and allowed the country to exit the so-called Hunger Map.

Regarding economic matters, he noted that monetary poverty fell from 19% in 2024 to 17.3% in 2025, and assured that further reductions have been recorded during 2026, although he did not provide a specific figure in the information supplied.

The president presented these indicators as part of the progress achieved by the country in terms of social development and economic stability.

Abinader highlights constitutional reform and institutional strengthening

In the institutional sphere, Abinader highlighted the 2024 constitutional reform, noting that it sought to strengthen the limits on the exercise of presidential power and guarantee democratic alternation.

The president maintained that institutions must remain above those who lead them and that the strengthening of the rule of law constitutes a fundamental element for national development.

“We have the talent, the resources, and the will necessary to build fairer and more prosperous societies. But no true transformation is born from resignation. It is born from responsibility, effort, and the determination to turn our aspirations into realities,” he concluded.

During the activity, the president was accompanied by the Minister of Industry and Commerce Víctor “Ito” Bisonó, his assistant Eilyn Beltrán, and the Vice Minister Rubén Silié.

The proposal to establish an Ibero-American artificial intelligence center in the Dominican Republic is presented as a regional cooperation initiative, the eventual implementation of which will depend on the agreements and mechanisms adopted by the participating countries.
