Clean energy, clear rules

Edesur’s decision to apply, starting next November 1st, a grid usage fee to certain solar panel users deserves a clear and convincing explanation. The Dominican Republic needs to boost renewable energy and reduce its dependence on fossil fuels. Therefore, any measure that affects those who have invested in producing clean energy must be handled with transparency and rules that generate trust.

It is reasonable that the maintenance and operation of electrical grids have a cost and that this be distributed fairly. But it must also be recognized that thousands of citizens and companies have allocated significant resources to install solar panels, relying on certain conditions. Now they need to know how much they will pay, why they must do so, and how their investments will be protected. Special attention deserves the charge related to the surplus energy that these users deliver to the system.

The Superintendency of Electricity has the responsibility to clear up those doubts with technical explanations and concrete examples. It must also ensure that existing contracts are respected, just as the regulatory body itself has established. It is not a matter of ignoring the costs of electricity distribution, but of preventing an administrative decision from ending up creating uncertainty among those who have opted for an energy alternative that the State itself promotes.

The country needs sustainable electrical grids, but also citizens and companies willing to continue investing in renewable energy. Both goals can be achieved if there are clear rules, dialogue, and respect for the commitments made. Edesur and the authorities must explain the scope of the charge precisely and ensure fair application. People cannot be asked to invest in clean energy and then be left with doubts about the rules of the game.
