Portable lithium batteries used in power banks can pose a fire risk aboard aircraft if they become damaged, overheat or develop a manufacturing defect. The resulting process, known as thermal runaway, can generate extreme heat, flammable gases, smoke and, in severe cases, an explosion.

According to the report, a battery cell undergoing thermal runaway can reach temperatures exceeding 590°C, potentially igniting nearby materials such as paper and cardboard. The reaction can also spread to other batteries, making the incident more difficult to contain.

International aviation safety rules require power banks to be carried in hand luggage rather than checked baggage, allowing passengers and crew to detect warning signs such as smoke, unusual odors or excessive heat. However, carrying them in the cabin does not eliminate the risk entirely.

The International Air Transport Association (IATA) introduced stricter restrictions on March 27, 2026. Under the guidance described in the report, passengers may carry a maximum of two power banks in hand luggage. Recharging them during the flight is prohibited, and their use onboard is discouraged. Batteries should also be stored separately and protected against short circuits.

Power banks with a capacity of up to 100 watt-hours (Wh) can be carried without special authorization, within the applicable limits. Those between 100 and 160 Wh may require airline approval under the transitional guidance, while devices exceeding 160 Wh are not permitted as passenger baggage. The report states that the authorization option for the 100 to 160 Wh category is set to disappear under the IATA regulations taking effect on January 1, 2027.

Passengers are also advised not to bring damaged, swollen, wet or overheated power banks, or devices with damaged cables or charging ports, aboard an aircraft.
