Abinader announces adjustments to the new Penal Code before it enters into force

Santo Domingo.– President Luis Abinader announced that the Government will promote amendments to the new Penal Code before the legislation begins to be applied, with the purpose of correcting provisions that have been subject to criticism by various sectors.
During an interview granted to the Corripio Communications Group, the president recalled that the reform of the Penal Code was the result of a discussion process that spanned more than a decade, due to the complexity of the issues addressed and the differences in criteria that arose during its study.
The head of state explained that, at the time of the legislative piece’s approval, much of the public debate was focused on issues considered priority, which is why other articles that generate controversy today went practically unnoticed.
Abinader highlighted that the new regulation incorporates significant changes to strengthen the prosecution of various crimes, including those related to corruption in public administration, organized crime, and other highly serious conduct, through an increase in criminal penalties.
However, he admitted that both the Government and other actors should have begun the analysis of the articles currently being questioned earlier, in order to avoid the discussion taking place when the law is about to come into effect.

In that sense, he revealed that for about two months, conversations have been held with representatives from different sectors to reach a consensus on adjustments, especially regarding issues related to freedom of expression, the dissemination of thought, and the scope of some sanctions provided for in the legal text.
The president assured that the modifications will be presented before the Penal Code comes into effect, with the aim of strengthening the legislation and ensuring that it responds in a balanced manner to the needs of the justice system and constitutional guarantees.

“The corrections will be made before the law goes into effect,” reiterated Abinader, insisting that there is a willingness to improve the regulations through dialogue and consensus.
