The Dominican Confederation of Micro, Small and Medium-sized Enterprises (CODOPYME) expressed its support for the bill to amend Law 225-20 on Comprehensive Management and Co-processing of Solid Waste, considering that it corrects distortions introduced by Law 98-25 and restores essential principles of equity, proportionality, and contributory capacity.
n” “nThe entity recalled that it was one of the first organizations to warn about the negative effects of the current legislation on micro, small, and medium-sized enterprises, to the point of filing an appeal before the Constitutional Court, after understanding that the contribution scheme violated constitutional principles by imposing disproportionate burdens on thousands of companies.
n” “nFernando Pinales, president of Codopyme, maintained that bills must be debated with all sectors of national life before being submitted, in order to avoid situations like those recently observed with this regulation, which, in his view, was tailor-made.
n” “nLikewise, he highlighted that the new proposal establishes a fairer scale of contributions, based on the real economic capacity of each company, although it still takes sales as a reference, which he considers a mistake, since the correct criterion should have been the capacity to generate waste. Sales, he pointed out, are not an adequate parameter to determine the amount of the contribution. He also indicated that there are still distortions to be corrected.
