The Minister of the Presidency, José Ignacio Paliza, led the “Government Experience Exchange Forum,” in which, for two days, officials and technicians from the Dominican Republic and the United Arab Emirates will work on a roadmap to develop cooperation projects focused on strengthening public management, improving citizen services, boosting economic growth and competitiveness, and accelerating human capital development through digital transformation.
Among the topics addressed are the strengthening of public policy laboratories; the improvement of service quality, the use of artificial intelligence for regulation, customs cooperation; the strengthening of technical and technological education through the Instituto Tecnológico de Las Américas (ITLA), and the promotion of free trade zones and advanced manufacturing.
Paliza highlighted that each of the projects being worked on together is aligned with the Government’s ten priority goals and the Meta RD 2036 strategy, which seeks to accelerate the country’s economic and social transformation over the next decade.
He stated that the progress achieved between the Dominican Republic and the United Arab Emirates is the result of sustained and joint work carried out in recent years, which allowed for the signing of a bilateral cooperation agreement and the execution of various technical missions by Dominican institutions to the Arab country to learn about successful experiences in public management.
“This initiative has been strengthened thanks to technical exchanges between both governments and the participation of the Dominican Republic in the World Government Summit, held in Dubai and led by President Luis Abinader,” he mentioned.

For his part, the Assistant Minister of Cabinet Affairs for Government Experience Exchange, Mohamed Bin Taliah, stated that the alliance between both countries is a reflection of the fact that governments have the responsibility not only to respond to challenges, but also to take preventive measures to better serve their people.
He declared that this agreement will not be measured by what happens during this meeting, but by what will happen afterwards, specifying that opportunities must continue to be created, capacities strengthened, and better results offered to citizens.
“Over the last few months, our teams have worked closely across various essential sectors to build stronger governments and economies,” he expressed.

The participation of the Dominican Republic in the Government Experience Exchange Program, known as GEEP, has been coordinated since 2024 through the Vice Minister of Government Monitoring and Coordination, Luis Madera Sued, and the Dominican Ambassador to the United Arab Emirates, Renzo Herrera.
“Among the topics we discussed today, there are also collaboration projects between universities in the United Arab Emirates that are ranked in the top 100 in the world and our own universities, as well as with our personnel to also receive scholarships from the United Arab Emirates, as well as improvements in our system for promoting and generating greater foreign investment in sectors such as free trade zones, in sectors such as artificial intelligence, and in sectors such as a more sophisticated economy,” noted Madera.
During the session, working groups were held to identify challenges, define roadmaps, establish deliverables, and agree on monitoring mechanisms to generate measurable results in the coming months.
