The Minister of the Presidency, José Ignacio Paliza, and the Director General of the National Institute for Technical Professional Training (INFOTEP), Maira Morla Pineda, agreed to execute the “Employability Route,” one of the central interventions of the Productive Inclusion and Resilience Project for Poor Rural Youth (PRORURAL Joven), aimed at training rural youth in technical skills, aligned with effective labor demand and self-employment.
The institutions defined the foundations for the implementation of the initiative, which aims to train up to 13,600 young people (50% women), of whom 5,600 will come from the inclusion route and 8,000 through direct demands.
The target population for these training sessions are vulnerable rural youth residing in the 18 prioritized provinces of the project, with limited access to formal employment or technical-vocational training, and with an interest in joining the Employability Route.
The Ministry of the Presidency and PRORURAL Joven commit to ensuring the availability and timely management of the project’s financial resources; defining and communicating the prioritized provinces and territories; supervising the achievement of goals, results, and indicators; ensuring compliance with the gender approach; and developing job fairs, income-generating activities, and market access in coordination with INFOTEP and the Ministry of Youth.
For its part, INFOTEP must identify, analyze, and validate labor demand in the prioritized territories; design, adapt, and implement training programs aligned with occupational profiles; issue formal certification of the acquired competencies; submit quarterly and specific reports; and coordinate with the Ministry of Labor for labor intermediation and placement.
The general objective of this project, which is funded by the International Fund for Agricultural Development (IFAD), is to contribute to the reduction of monetary and multidimensional poverty among rural youth by improving their integration into decent jobs or entrepreneurship and strengthening their resilience.
