Santo Domingo.- The Ministry of Higher Education, Science and Technology (MESCyT) explained that “Excellence without Barriers” is a special program aimed at high school graduates recognized for their outstanding academic performance and that, although it allows for studies at higher education institutions in the country, it has different participation criteria than those of the ordinary National Scholarship call.
The initiative is part of the fulfillment of the goals prioritized by President Luis Abinader regarding education, aimed at recognizing academic merit, expanding access to higher education, and ensuring that young people with outstanding performance can continue their university education.
Unlike the National Scholarship Program, in which interested parties participate in an open call and must meet the requirements and submit the corresponding documentation, “Excellence without Barriers” is aimed exclusively at students previously identified by the Ministry of Education of the Dominican Republic (MINERD) as part of the Maximum Excellence categories or the Merit Routes.

This means that not all high school graduates can participate in this special call. To be eligible, the student must have graduated during the 2025-2026 school year and be part of one of the two categories of academic merit recognized by the MINERD.

- Have completed high school during the 2025-2026 school year.
- Be part of the Maximum Excellence students or the MINERD Merit Routes.
- Complete the application within the established deadline.
- Select a degree program and a higher education institution included in the available academic offer.
As part of the facilities of this call, applicants will not have to upload documents to the platform, since their information will be automatically verified through the official records provided by the MINERD.
For this reason, if a student does not appear as eligible when entering the system, they must verify that their personal data matches those registered with MINERD and follow the guidelines established through the official channels.

“Excellence without Barriers” covers 100% of the tuition cost to pursue a degree at a national higher education institution included in the offer enabled by MESCyT.
Full tuition coverage is one of the central features of the program, conceived so that the economic situation of meritorious high school graduates does not limit their access to higher education.
The MESCyT urged high school graduates belonging to the Maximum Excellence and Merit Routes categories to complete the process within the established deadline and to consult exclusively the institution’s official channels for additional information regarding the call for applications.
With “Excellence without Barriers”, the Dominican Government seeks to turn academic merit into concrete professional training opportunities and ensure that the talent of young people is recognized, supported, and put at the service of national development.
