The Minister of Labor, Eddy Olivares Ortega, stated that the generation of reliable statistics constitutes a fundamental pillar for strengthening institutional capacity, understanding labor market dynamics, and designing more effective public policies, upon receiving the project “Monitoring and Evaluation of Indicative Variables based on Administrative Records of the Ministry of Labor of the Dominican Republic,” prepared by the National Institute of Statistics and Geography (INEGI) of Mexico.
The initiative was developed within the framework of the Bilateral Cooperation Program between the Dominican Republic and Mexico, with the support of the Vice Ministry of International Cooperation of the Ministry of the Presidency, the Mexican Agency for International Development Cooperation (AMEXCID), the Ministry of Labor, and INEGI, as part of joint efforts to strengthen institutional capacities and modernize public management.
During the handover ceremony, which was attended by the Mexican ambassador to the Dominican Republic, Carlos Miguel Aysa González, and representatives of the participating institutions, Minister Olivares highlighted that the project represents a significant step forward toward a more efficient, transparent public administration based on reliable information.
He explained that the initiative will allow for strengthening the quality of the Ministry of Labor’s administrative records, consolidating an evidence-based monitoring and evaluation system, and improving the generation of strategic indicators for the formulation, monitoring, and evaluation of public policies regarding labor matters.
“The Ministry of Labor continues to advance towards modern, efficient, and transparent management, supported by quality statistical information, for the benefit of workers, employers, and the entire Dominican society,” he expressed.

The minister maintained that having reliable statistical information is essential to identify labor market challenges, evaluate the impact of public policies, and make timely decisions that respond to the country’s needs.
“Statistics not only allow us to know what happened yesterday; they are also fundamental for understanding the present and building the future of work,” he stated, noting that phenomena such as labor informality require responses based on objective information and technical evidence.
Likewise, he highlighted that this project strengthens the technical capabilities of the Ministry of Labor and consolidates the institutional transformation process that the entity is promoting, through the incorporation of tools that will facilitate better planning, more precise evaluation of public programs, and results-oriented management.

For her part, the Vice Minister of the Presidency, Olaya Dotel Caraballo, highlighted that South-South and triangular cooperation constitute strategic instruments to strengthen institutional capacities, promote innovation in public administration, and accelerate the achievement of the Sustainable Development Goals.
In turn, the Director of International Cooperation of the Ministry of Foreign Affairs, Carlos Hernández, stated that the exchange of knowledge and experiences between both countries strengthens public institutions and contributes to consolidating a more efficient, transparent State that is closer to the citizenry.
The activity was attended by the Vice Ministers of Labor Domingo Santana Castillo; Ramón Efrén Cuello; Leonardo Manuel Gil; Maritza Antonia Contreras Brito; Dulce Mercedes Quiñones and Franklin Augusto Marte; the Director of the Ministerial Cabinet, Ángel Mora; the Director of Planning and Development, Carlos Silié; as well as general directors and other officials of the Ministry.
Also in attendance were Lidia Encarnación, Director of South-South and Triangular Cooperation at the Ministry of the Presidency; Leticia Sánchez, Officer for South-South and Triangular Cooperation Monitoring; and Enrique Navarro Luévano, Director of Data Collection, Administrative and Sociodemographic Registry at INEGI.
The activity was held in the Yolanda Guzmán Hall, at the Ministry of Labor’s headquarters, reaffirming the commitment of the Dominican Republic and Mexico to strengthening international cooperation as an instrument to promote more solid, transparent, and innovative institutions, capable of formulating public policies based on evidence and oriented toward the well-being of the population.
