Víctor Torres is appointed head of Titulación, Catastro y Registro Inmobiliario in FP

Santo Domingo. — The Fuerza del Pueblo announced the designation of civil engineer and surveyor Víctor Torres Rosa as head of the Real Estate Registry, Titling and Cadastre Secretariat, a structure considered strategic for strengthening legal security, territorial planning and the economic development of the Dominican Republic. The designation was officially communicated by the Political Directorate of the organization through a communication signed by the general secretary, Antonio Florián, which highlights Torres Rosa’s capacity, leadership, militancy, and dedication to political and technical work in favor of the country and the organization. In the letter, the Fuerza del Pueblo expresses its confidence that the new head will assume this responsibility “with the seriousness and commitment that have characterized him“, while highlighting the importance of developing proposals aimed at strengthening the real estate registry, titling, and cadastre in the Dominican Republic. The Secretariat of Real Estate Registration, Titling and Cadastre is considered one of the technical areas with the greatest social and economic impact, because an efficient system of registration and titling constitutes the basis for investment, access to credit, territorial organization and the reduction of conflicts over property.

The choice of Torres Rosa represents a commitment to the technification and modernization of one of the most sensitive sectors for the social and economic stability of the country: real estate. Víctor Torres Rosa has a recognized career in the union, technical and academic fields. He has held important positions within the Dominican College of Engineers, Architects and Surveyors (CODIA), including the presidency of the Cadastre and Valuation Chapter, the national general secretary, and currently the general secretary of the Santo Domingo Province Delegation. Likewise, as president of the Dominican Association of Surveyors (ASODAGRIM), he has maintained an active position in defense of real estate legal security and the strengthening of the professional practice of surveying in the country. In the academic field, he has developed teaching work at the Universidad Nacional Pedro Henríquez Ureña (UNPHU), at the Pontificia Católica Madre y Maestra (PUCMM) and other higher education institutions, contributing to the training of new generations of engineering and geomatics professionals.
