World Health Organization warns of increased attacks on the healthcare system in Ukraine

Geneva. – The World Health Organization (WHO) reported that during 2025 there was an approximate increase of 20% in attacks against the Ukrainian health system, compared to the previous year, in the context of the conflict affecting the country since 2022. According to the international organization, hospitals, primary care centers, ambulances, medicine warehouses, and medical personnel have been targeted by attacks that seriously compromise the provision of essential services to the population. The WHO warned that these actions put the lives of patients, health professionals, and entire communities at risk. The report indicates that the third quarter of 2025 was one of the most critical periods, with a significant number of incidents that caused fatalities and injuries, as well as severe damage to medical infrastructure. The situation has hindered the continuity of treatments, surgeries, and emergency care in several regions of the country. The health agency also highlighted that the destruction of basic infrastructure, such as electrical grids and heating systems, exacerbates the crisis, especially during the winter, when access to medical services is even more vital.

The WHO reiterated that attacks against health facilities and personnel constitute a violation of International Humanitarian Law and called for respecting the protection of health services in conflict zones. It also reaffirmed its commitment to continue providing technical and humanitarian support to the Ukrainian population to ensure access to safe and timely medical care.
