Santo Domingo.– President Luis Abinader ordered the creation of the Citizen Oversight Commission for the Trust for the Comprehensive Management of Solid Waste (DO Sostenible), an initiative aimed at strengthening transparency, social monitoring, and accountability in the administration of this mechanism.
The measure was established through Decree No. 498-26 and seeks to promote greater citizen participation in monitoring the actions developed within the framework of the General Law on Integral Management and Coprocessing of Solid Waste.
In accordance with the decree, the commission will have a consultative and honorary nature, so its functions will be focused on observing and issuing recommendations regarding the management of the trust, without interfering with the powers of the Trust Council or the state bodies in charge of oversight and control.
The coordination of this body will be in charge of Alliet Ortega, while Manuel García Arévalo, Giselle Pérez Reyes, Roberto Despradel Catrain, and Ruth de los Santos will serve as members. The members were chosen based on criteria of independence, ethical track record, and absence of conflicts of interest.

As part of the requirements to assume the position, each member must sign an ethical commitment in which they certify their independence, declare that they do not have any conflicts of interest related to their duties, and commit to preserving the confidentiality of the information to which they have access.
The decree also instructs to forward the provision to the Ministry of Environment and Natural Resources, the DO Sustainable Trust, and Fiduciaria Reservas, institutions responsible for monitoring the implementation of the measure and ensuring its compliance.
With this initiative, the Government seeks to strengthen citizen oversight mechanisms regarding solid waste management and foster greater public trust in the administration of the trust fund responsible for promoting environmental sustainability policies in the country.
