Santo Domingo. – The
National Council of Former Presidents of the Dominican Republic Bar Association (CNEXPCARD) stated that it is in a process of in-depth analysis of the recently approved Penal Code, with the purpose of presenting proposals that enable adjustments to articles that have generated contradictions in Dominican society.
The institution highlighted that, despite the observations, the new legal framework constitutes an instrument that will serve the Dominican people “to bring tranquility and peace”, by providing the judicial system with more robust tools against
crimes such as corruption, drug trafficking, money laundering, fraud and electronic crimes.
Recognition of Senator Zorrilla
In the same act, the Council, chaired by José Fernando Pérez Volquez, presented a recognition to Senator Santiago José Zorrilla, representative of the province of El Seibo, in merit of his
“impeccable career of honesty, leadership and unwavering dedication to public service.”
The award highlighted the legislator’s role as chairman of the Bicameral Commission who, after arduous debates with his fellow senators and deputies, made possible the approval of the Penal Code, enacted as Law 74-25 by President Luis Abinader on August 3, 2025.
“With his exemplary management, Senator Zorrilla contributed to the strengthening of a firmer, more humane, and modern justice system, closing a cycle that began in 1884 and opening a new stage for Dominican justice. Where there is law, there is hope,” they expressed when presenting the recognition plaque.
Observations in debate
The CNEXPCARD reiterated that although the new Penal Code is a step forward, some articles require technical adjustments. Among them, they cited the sanctions for non-consensual relationships, which they consider excessive, and the penalties for traffic accidents caused by serious negligence, which are still light compared to the magnitude of the tragedies they generate.
The Council announced that it will continue working on a document with modification proposals that will be submitted to the National Congress.
