Santo Domingo.- MSME consultant and advisor, Ramón Báez, urged small and medium-sized enterprises that are state suppliers to prepare to participate in the bidding processes that will be carried out under the new Law 47-25 on Public Procurement and Contracting, which has already entered into force along with its application regulations.
n” “nDuring an interview on the program Matutino Su Mundo, Báez explained that the new legislation introduces important changes and greater requirements for providers, which is why he considered it fundamental for companies to know the new rules in depth before the next wave of public tenders.
n” “nnn” “n“Law 47-25 is already in effect and has its regulations. Many tenders continue under the previous regulations, but upcoming processes will be carried out with a new law, more complete, more complex, and with different requirements than those suppliers were accustomed to,” he pointed out.

Likewise, he indicated that the legislation contains nearly 248 articles and contemplates extensive complementary regulations, which forces business owners to train themselves to avoid errors during state contracting processes.

n” “nBáez maintained that one of the main difficulties faced by micro-enterprises is the complexity of electronic public procurement processes. In his view, although the system has improved, it remains difficult for small businesses that do not have specialized personnel or sufficient resources to handle the required technical procedures.

The consultant also criticized the number of requirements demanded to collect from the State, noting that many institutions continue to request documents that can already be verified digitally. In that sense, he considered that the Office of the Comptroller General of the Republic represents one of the main obstacles to speeding up payments due to the amount of documents and certifications it requires to approve disbursements.
n” “nnn” “n“Many times institutions have digital access to information, but even so, they continue to demand physical papers. That delays processes and affects efficiency,” he maintained.

The MSME advisor also raised the need to improve purchasing planning in the education sector to increase the participation of the national industry. He indicated that products such as uniforms, shoes, and school furniture could be supplied in greater proportion by Dominican manufacturers if acquisitions were scheduled with more time and distributed throughout the year.
n” “nnn”“There is local production with the capacity to supply a significant part of the demand, but the way in which purchases are made often forces us to resort to imports,” he concluded.
