Madrid, Spain.– The Vice President of the Republic, Raquel Peña, confirmed this Thursday the participation of the Dominican Republic in the XXX Ibero-American Summit of Heads of State and Government, which will be held on November 4 and 5, 2026, in Madrid.
The announcement was made during a meeting with the Director of Ibero-American Relations of the Spanish Confederation of Business Organizations (CEOE) and Permanent Secretary of the Council of Ibero-American Entrepreneurs (CEIB), Narciso Casado.
During the meeting, both parties advanced in discussions to explore the pilot implementation in the Dominican Republic of the 4T Model, an initiative aimed at strengthening the competitiveness of micro, small, and medium-sized enterprises (MSMEs).
The meeting was part of the official agenda that the vice president is carrying out in Spain with the aim of expanding cooperation and strengthening economic ties between both countries.
Peña highlighted the importance of the Dominican participation in the upcoming Ibero-American Summit, one of the main spaces for political coordination in the region, where leaders of the participating countries analyze common challenges and promote cooperation initiatives.

Likewise, he stated that the presence of the Dominican Republic reflects the commitment of President Luis Abinader’s government to multilateral dialogue and the building of strategic alliances to promote national development.
Regarding the 4T Model, the parties highlighted the potential of this methodology to increase the productivity of Dominican MSMEs and facilitate their access to new markets.
The model is based on four axes: Talent, Territory, Transformation, and Traction, and seeks to coordinate efforts between the public and private sectors to strengthen the capabilities of companies.
The eventual implementation of a pilot project in the country would contribute to the strengthening of a key sector for job creation and the growth of the Dominican economy.
Visit to the Royal Spanish Academy
As part of her agenda in Madrid, the vice president also made an institutional visit to the Royal Spanish Academy (RAE), where she was received by full member of the academy Juan Luis Cebrián, founder and first director of the newspaper El País.
During the tour, Peña visited iconic spaces of the institution, including its library, considered one of the main centers for the conservation and consultation of bibliographic heritage in the Spanish language.
The visit served to highlight the work of the RAE in the preservation and study of the Spanish language, as well as the cultural ties that unite the Dominican Republic with the Spanish-speaking community.
The activity was also attended by the Ambassador of the Dominican Republic to the Kingdom of Spain, Tony Raful Tejada, and the Minister of Industry, Commerce and MSMEs, Víctor “Ito” Bisonó.
