San Juan.– President Luis Abinader participated this Friday in the ceremony that marked the start of construction work for the new campus of the Federico Henríquez y Carvajal University (UFHEC) and the ARCASA Plaza, a 19,000-square-meter project that represents a new commitment to the future of San Juan, by expanding higher education opportunities, creating spaces for commerce and entrepreneurship, generating jobs, and opening new growth possibilities for the youth and families of the province.
During the event, the rector of the Federico Henríquez y Carvajal University (UFHEC), Alberto Ramírez, highlighted the institution’s commitment to the development of San Juan and stated that the new campus represents a sign of confidence in the province’s potential and in the creation of new opportunities for its youth.
Ramírez explained that the project is part of a vision aimed at contributing to the integral development of San Juan through education, innovation, and the creation of opportunities. He pointed out that the institution seeks to respond to the specific needs of the region and prepare professionals capable of entering an increasingly competitive labor market.
He explained that the campus, built on a 19,000 square meter plot, will feature a seven-story building and an academic offering focused on the region’s needs, which includes Dentistry, Software Engineering, Cybersecurity, Artificial Intelligence, Biotechnology, and Precision Agriculture.
The rector highlighted that the incorporation of these degree programs will allow young people from San Juan and other southern provinces to have access to specialized training programs without the need to move to other regions of the country.

Likewise, he highlighted that the project seeks to link university education with the new demands of economic, technological, and productive development, so that graduates can become protagonists in the transformation of their communities.
Ramírez reiterated his call to join efforts to take advantage of San Juan’s opportunities and attract new investments that contribute to creating jobs and improving the living conditions of its inhabitants. In that sense, he considered that education, private investment, and coordination between the different sectors constitute essential elements to build a common agenda that allows for taking advantage of the province’s productive and human potential.
The complex will be located on Francisco del Rosario Sánchez highway, at the corner of Circunvalación Thomas F. Reilly, near Caonabo park, and will integrate a seven-level academic building for UFHEC, featuring a dental clinic, classrooms, laboratories, administrative areas, and recreational spaces.

Plaza ARCASA will feature 21 commercial spaces, an Olé hypermarket, and various services, including banks, pharmacies, shipping centers, telecommunications stores, ice cream parlors, beauty salons, barbershops, and optical stores. The project will also have parking for vehicles and motorcycles, with spaces adapted for people with disabilities and pregnant women.
President Abinader drives a transformation of the Dominican Republic
The Minister of Higher Education, Science and Technology, Rafael Santos Badía, also spoke at the event, highlighting that President Luis Abinader is promoting a transformation of the Dominican Republic aimed at bringing development and new opportunities to every corner of the country.
The minister pointed out that the province of San Juan has for years faced limitations in sources of employment, training centers, and opportunities for its inhabitants, and stated that with initiatives like this, a new stage of growth and development begins.
Santos Badía congratulated the Ramírez family for promoting the expansion of the Federico Henríquez y Carvajal University (UFHEC) in the province, considering that the institution will offer degrees linked to the areas of science, technology, engineering, and mathematics, known as STEM, and aligned with the needs of the labor market. He highlighted that this academic offering will contribute to training professionals with the skills required to access quality jobs and respond to the challenges of national development.
The minister stated that these projects will contribute to creating quality jobs, attracting investments, and expanding opportunities for the youth of San Juan. He also highlighted other educational initiatives being developed in the province and maintained that San Juan is experiencing a moment of hope and opportunity, although he acknowledged that there is still much to be done to boost its development.

The welcoming remarks were delivered by Governor Ana María Castillo, who expressed her gratitude for the investment being made in the province and highlighted the positive impact these initiatives will have on the community’s development by creating new opportunities for education, commerce, and the well-being of San Juan families.
Father Ramón Emilio del Rosario Adames, from the Diocese of San Juan de la Maguana, was in charge of blessing the work, in an act that highlighted its contribution to education, commerce, and the development of the community.
