The measure aims to curb waste, reinforce transparency, and promote a more austere administration
China.- The Chinese Government has issued an extensive regulation composed of 63 articles that establishes new rules of conduct for public officials and members of the Communist Party during official activities with the purpose of curbing waste and promoting transparency in the State.
This is the “Revised Regulations on Party and Government Organs for Practicing Thrift and Combating Waste” approved and issued on May 2, which expressly prohibits the consumption of luxurious dishes, expensive cigarettes and alcoholic beverages during official lunches and dinners.
This new regulation also prohibits the exchange of gifts, taking part in costly leisure activities, “accepting excessive hospitality“, as well as participating in games of chance or using government funds for personal entertainment during trips abroad.
One of the most detailed sections of the regulations addresses official trips, both national and international. During trips abroad, it is forbidden to use public funds for the purchase of gifts or the organization of celebrations between governmental institutions or state-owned companies.
Article 15 specifies that “Tourism disguised under any name or in any form shall be strictly prohibited, and learning exchanges and inspection and investigation without substantial content between departments in different places shall be strictly prohibited.”

In the internal sphere, the regulations restrict frequent practices such as the organization of receptions at stations or airports. Furthermore, officials must be accompanied by only one person and strictly adhere to the previously approved itineraries and budgets.
