A 48-year-old Dominican man from the Bronx was arrested in Haverstraw, Rockland County, New York, after authorities accused him of defrauding customers who used his shipping company to send merchandise overseas, particularly to the Dominican Republic.
Julio Fermín Germosén was arrested on August 14 following multiple complaints about Rockland Shipping, which authorities began investigating in June. Germosén was charged with first-degree scheme to defraud, an offense authorities say involved 10 or more victims.
Customers reportedly complained that items sent in their boxes were missing. According to the complaints, company representatives allegedly blamed customs officials in destination countries and, in some cases, requested additional money to recover or release the missing goods. Germosén was released after processing and is scheduled to return to court. The investigation remains ongoing, and authorities say additional charges could be filed.
