The Ministry of Agriculture has begun coordination efforts with the Ministry of Public Administration (MAP) to develop a job categorization process, with the goal of establishing a fairer salary scale that allows for the correction of existing distortions among public servants with more than 15, 20, and even 30 years of service in the institution, while simultaneously strengthening the administrative career path.
The announcement was made by the president of the Association of Public Servants of the Ministry of Agriculture (ASPMA), Emilio Mambrú Santamaría, following a working meeting held between Minister Francisco Oliverio Espaillat Bencosme, the administrative vice-minister of the institution, Herminia Reyes, and part of the board of the Association of Public Servants.
Likewise, it was reported that, as part of the actions implemented to improve staff conditions, the Ministry of Agriculture ordered the payment of the Individual Performance Bonus corresponding to the year 2025 to all employees, as well as the disbursement of the 2025 Administrative Career Bonus, in addition to the reactivation of the Happy Loan program, a benefit that had remained suspended for several years and has been restored to offer greater facilities to the institution’s employees.
Mambrú valued the willingness of the Minister of Agriculture, Francisco Oliverio Espaillat, to promote measures aimed at institutional strengthening and the dignification of human capital, which represents a recognition of the performance, trajectory, and commitment of public servants.
The initiative is part of the institution’s new plans to strengthen and improve the conditions of all Ministry staff, including training and professional development programs.
The union leader stated that these actions reflect a management committed to the dignity of the public servant and to the strengthening of a more modern, efficient institution focused on the development of its main asset: human capital.
Staff training
As part of that vision of institutional strengthening, the Ministry of Agriculture, through the Vice Ministry of Planning and Development, led by Sandra Lara, has promoted a broad program of training and technical updating aimed at increasing the professional capabilities of employees and the national agricultural sector.
As a result of this strategy, 315 technicians and professionals have benefited through five specialized training programs developed in partnership with national and international universities and cooperation agencies.
Among them are the Master of Science in Territorial Rural Development, with 32 professionals; the Training of Trainers Workshop for Agriculture, which trained 65 extension technicians; and the Intensive Diploma in Agricultural Innovation and Extension, currently underway with the participation of 161 technicians from the Ministry of Agriculture, DIGEGA, and the Agricultural Bank.
In addition to these initiatives, there is the Master’s Degree in Health Program Management and Food Safety, which is being pursued by five professionals from the Agri-food Safety Department, and the Master’s Degree in Economics Applied to Agriculture, in which 52 professionals linked to the Ministry of Agriculture are participating, with the support of the Inter-American Development Bank (IDB).
These actions are part of the institutional strategy to strengthen human talent, modernize public management, and provide the Ministry of Agriculture with personnel increasingly trained to respond to the challenges of a modern, efficient, and competitive agriculture.
