SANTO DOMINGO. – The Ministry of Housing, Habitat and Buildings (MIVHED) facilitated construction projects during the first semester of 2026 with a projected private investment exceeding RD$330.191 billion, which represents a 157% increase compared to the RD$128.477 billion recorded in the same period of 2025.
This behavior was accompanied by an increase in the institution’s processing activity. Between January and June of this year, the MIVHED issued 921 building permits, 80% more than the 512 granted during the first half of the previous year, strengthening its capacity to respond to sector demand and facilitate the development of new projects.
Likewise, during the period, 878 construction license applications were received, compared to the 775 registered in the first semester of 2025, reflecting a 13% growth in the flow of files submitted by developers and builders.
The Minister of Housing, Habitat and Buildings, Víctor -Ito- Bisonó, stated that these results demonstrate the impact that more efficient permitting has on economic activity.
“When processes are more agile and transparent, investment finds better conditions to move forward. Our commitment is to continue modernizing permitting to provide greater predictability, strengthen trust, and facilitate the orderly development of the construction sector,” the minister stated.

As part of that transformation, the MIVHED is advancing in the development of a new technological permitting platform, created from scratch and which will be owned by the Dominican State.

The tool is being designed by MIVHED technicians based on an active listening process with developers, engineers, architects, trade unions, and other actors in the construction sector, incorporating functionalities that respond to the main needs identified during that consultation process.
Currently, the platform is preparing to enter a pilot phase, in which its functionalities will be validated before its final implementation. Among its main benefits are greater traceability of files, reduced response times, and more predictable processes for users.

With these results, the MIVHED continues to strengthen the modernization of permitting as a policy aimed at facilitating private investment, improving the quality of public services, and contributing to the orderly growth of the construction sector.
