Santiago.- The mayor of Santiago, Ulises Rodríguez, supported the entry into force of the new Penal Code and stated that, following its approval by Congress, it is the duty of the authorities to comply with and enforce the law, while maintaining that any disagreement with the regulations should be channeled through legislative reform and not by failing to apply it.
The municipal executive assured that the Penal Code was widely debated for years within the National Congress, which is why he understands that its implementation responds to the constitutional mandate and the legal system of the Dominican Republic.
“The law cannot be violated. What the Constitution and the legal framework mandate is that it be implemented,” Rodríguez stated when questioned about the criticism the new legislation has generated.

Although he acknowledged that any regulation can be improved, he emphasized that modifications must be processed through institutional channels, via the National Congress, the body empowered to create, modify, or repeal laws.

“If any correction or improvement needs to be made, that is what legislators are for. But I am in favor of complying with the mandate of the law,” he pointed out.
The mayor’s statements come amid the intense national debate that the new Penal Code has generated among various social, legal, and professional sectors, some of which have requested its revision before it comes into effect.
