CDP Electoral Commission disqualifies José Beato’s candidacy for the presidency of the union

Santo Domingo.- The National Electoral Commission (CNE) for the elections of the Dominican College of Journalists (CDP) disqualified the candidacy of José Guzmán Beato, considering that he does not “meet the eligibility requirements” established in the guild’s rules. According to a statement from the commission, it stated that its decision is based on a statutory and regulatory obligation to ensure the legality, transparency, and legitimacy of the ongoing electoral process. Beato heads a sector of the Marcelino Vega Movement, which recently split amid the electoral process.

Among the “verified facts” by the CNE, it is highlighted, according to the information, that the entry of Guzmán Beato to the CDP, under the code G800327, was carried out with “evident irregularities”. The Commission detailed that its application for admission, dated May 7, 2019, was signed by only four of the seven members of the CDP National Executive Committee, despite the fact that the requirements for membership demand that the file be complete and without irregularities. A point cited by the commission is the alleged violation of the transitional article 5 of Law 10-91, which creates the CDP. This article allowed the incorporation of people who did not have a university degree in communication at the time of the enactment of the law, but the deadline for this incorporation expired 90 days after its enactment, on May 7, 1991. The CNE stated that the entry of Guzmán Beato to the CDP took place 19 years after the established deadline, which invalidates his full membership. In that order, the CNE requested the CDP executive committee to disqualify the membership of Guzmán Beato and to exclude his name from the electoral roll. The elections of the Dominican College of Journalists are scheduled for August 29. The Marcelino Vega Movement has split in two in the face of those elections. One of the candidates for the presidency is Beato and the other is Luis Pérez.
