President Abinader strengthens public energy and transportation companies through decrees

Santo Domingo.– The President of the Republic ordered, through Decrees Nos. 55-26 and 60-26, both dated January 30, 2026, the strengthening and institutional reorganization of two strategic entities of the State: the Dominican Electric Transmission Company (ETED) and the Metropolitan Transportation Company (EMT), with the aim of improving the efficiency, quality, and sustainability of public energy and transportation services. Decree No. 55-26 promotes the strengthening of ETED as a strategic public company, incorporating a modern management model, higher corporate governance standards and accountability mechanisms, without affecting its legal, operational or patrimonial continuity. The measure seeks to support the expansion and modernization of the electrical transmission and fiber optic infrastructure, in line with the National Energy Plan and the National Development Strategy, maintaining its affiliation to the Ministry of Energy and Mines.

Likewise, by Decree No. 60-26, the Metropolitan Transportation Company (EMT) is created, replacing the Office for Transportation Reorganization (OPRET), in accordance with Law No. 63-17. The new entity will assume the operation and maintenance of mass transit, while infrastructure development will be in charge of the FITRAM Trust. The decree also provides for the suppression and orderly liquidation of OPRET, guaranteeing the continuity of service, the protection of labor rights, the organized transfer of assets and the non-affectation of users, under the supervision of a Special Commission.
