New York to roll out 50 reforms to make it easier for small businesses to operate

New York City Mayor Zohran Mamdani announced Monday a package of 50 reforms aimed at cutting red tape and making it easier for the city’s more than 180,000 small businesses to operate.
The initiative is designed to ease the administrative burden on restaurants, barbershops, daycare centers, retail stores, bodegas and street vendors, many of whom have long complained about excessive permits, licenses and costly fines.
Speaking at a press conference in the Bronx, Mamdani said the reforms will reduce the number of licenses required to operate, simplify application processes, lower regulatory requirements and decrease fees and penalties.
After months of listening to small business owners, the mayor said his administration will also issue an executive order to remove bureaucratic barriers, streamline regulations and expand education about the city’s “Business Owner’s Bill of Rights.”
“Small businesses deserve an ally in city government,” Mamdani said while unveiling the initiative, known as OPEN, which aims to save business owners time, effort and money.
“You can’t tell the story of New York without our small businesses, and yet our city has too often made it too difficult for them to open their doors and keep them open,” the mayor added.
City officials said small businesses are a cornerstone of New York’s economy and employ approximately one million New Yorkers.
