Madrid, Spain.- The Institute of Dominicans Abroad (Index) signed an inter-institutional collaboration agreement with the World Literacy Organization (WLO), aimed at facilitating access for the Dominican diaspora to programs of academic training and continuous education with an international reach.
The signing of the agreement took place in the city of Madrid, Spain, and was led by the Vice Minister for Dominican Communities Abroad and Executive Director of Index, Celinés Toribio, together with the Executive Director of the WLO, José Francisco Rojas Blasco, within the framework of a work agenda aimed at strengthening opportunities for Dominicans residing abroad.
The agreement establishes a framework of cooperation for access to academic training programs, both undergraduate and postgraduate, as well as continuing education aimed at Dominicans abroad, with the goal of contributing to their academic and professional development and their integration into international labor markets.
As part of the alliance, access to academic programs taught both in-person and in an asynchronous virtual modality will be promoted, under preferential conditions for Dominicans residing abroad. Beneficiaries will be able to access reductions of up to 80% in the cost of the programs, a fixed monthly fee of USD 75 during the training, and a 100% waiver of costs associated with tuition and administrative fees, which facilitates access to quality education with an international reach.
During the signing ceremony, it was highlighted that the training offer will include courses aimed at competency homologation and the strengthening of skills aligned with international standards, as well as English language training programs from level A1 to C2, so that participants can achieve certifiable proficiency.

Likewise, the WLO will make its international academic network, composed of 16 universities globally, available, along with training support mechanisms that will allow for expanding the beneficiaries’ access to quality academic programs.

Interested parties must go to www.wlo.es, click on the “Registration” menu, and select the “Natural Person” option. Subsequently, they must choose “Dominican Republic” from the list of countries and enter the institutional code 03261. Then, they will complete the form with the requested information, select the training program of their interest, and formalize their enrollment. Finally, they will receive an email confirming their registration. In this way, they will be able to view the programs covered by the agreement and access the preferential conditions established for the Dominican diaspora.
