The companies Clipen Global Business, SRL and Relleno Sanitario Vermont SRL have received 80% of the money disbursed by the trustSanto Domingo. – The Dominican Revolutionary Party (PRD) expressed its deep concern about the opaque and centralized management of the funds of the DO Sostenible Trust, during a press conference held at its National House.
During the reading of the official statement, the PRD revealed that, according to data obtained through the Freedom of Information Act, from the creation of the trust in 2021 until the end of 2024, RD$7,978.76 million have been collected, of which only 38.8% (equivalent to RD$3,095.28 million) has been executed.
More than 92% of those executed funds have been allocated to only five companies contracted as managers: Key West Corporation SRL, Movil Soluciones Ambientales, Corporación Parque Industrial de Desechos Gautier (COPI), Cilpen Global Business SRL and Relleno Sanitario Vermont SRL. The last two have received together more than 80% of the disbursed money.
Cilpen Global Business SRL received more than RD$1,337 million in 2023 and 2024, despite its declared capacity being only 300 tons per day. Applying the rates established in Law 225-20, the annual income it could justify would not exceed RD$85 million, according to PRD calculations. This difference raises serious doubts about the legal, technical, and ethical basis of these allocations.
For its part, Relleno Sanitario Vermont SRL received more than RD$1,136 million in the same period, without any public reports on the amount of waste processed or independent technical audits to support the payments.
The PRD also denounced that dozens of local governments, community associations, recycling micro-enterprises, and cooperatives have been left out of the trust, contradicting the principle of decentralization enshrined in Law 225-20 and weakening public trust in institutions.
The situation is worsening, the party warns, given the possibility that the National Congress will approve an increase in the mandatory contributions that private companies must pay to the trust, without first making transparent the current use of the funds.
Faced with this situation, the PRD demanded:
A comprehensive, technical, and financial audit of the trust.
The publication of all contracts signed with the management companies.
The disclosure of reports on the fulfillment of physical and financial goals.
The immediate suspension of any attempt at tax reform or increase in contributions, until the management model is restructured and democratized.
“El manejo de los residuos sólidos no puede convertirse en un negocio cerrado para enriquecer a unos pocos. Debe ser una política pública que genere empleos verdes, impulse la economía circular y fortalezca la participación de las comunidades y gobiernos locales”,
manifestó Víctor Feliz, secretario de asuntos municipales el PRD.
