Three Dominican citizens accused in Panama of allegedly recruiting Panamanians to travel to Russia and participate in the war with Ukraine will remain in provisional detention. Their defense appealed the measure, and a hearing to review the detention has been scheduled for October 15.
The defendants were identified by Panamanian media as Joselyn Ramírez, Rolando Newball and María Inés García. A Panamanian judge ordered their provisional detention, describing the measure as necessary, appropriate and proportional to the seriousness of the allegations under investigation.
The judge also cited procedural risks, including the possibility of flight, the destruction or alteration of evidence and potential harm to victims. The case involves allegations that the defendants participated in the recruitment of Panamanian citizens to take part in the armed conflict between Russia and Ukraine.
According to Panamanian prosecutor Elizabeth Carrión, one of the alleged victims reported receiving threats, including on the day before the hearing in which the precautionary measure was imposed on September 25.
The defense has appealed the detention, and the review hearing is scheduled for October 15.
