A man was seen catching fish from a flooded street in Bangkok as heavy rains and flooding continued to affect Thailand, with the death toll rising to 23 since September 16, according to authorities.

Bangkok received around 320 millimeters of rain in three days last week, nearly matching the amount the city typically receives throughout September. Floodwaters have begun receding from major roads, although authorities said some affected areas could take up to a week to clear.

The flooding has affected 42 provinces and caused an estimated 520 million Canadian dollars in damage across two dozen provinces, according to the report. Bangkok has been among the hardest-hit areas, with four deaths reported in the capital.

The situation also disrupted operations at Suvarnabhumi Airport, Thailand’s largest airport. Thai Airways said about half of its employees were unable to report to work, contributing to widespread delays and cancellations. The airline planned to cut around 30 flights from Bangkok and was dealing with approximately 5,600 pieces of stranded luggage.

Thailand’s cabinet has approved more than 4 billion baht, about $168 million, to address the impact of the floods. The government also approved a long-term drainage project estimated at 160 billion baht, or about $6.8 billion.
