Santo Domingo. – The Unified Council of Electricity Distribution Companies (CUED) supported Decree 517-25, issued by the Executive Branch, considering it an urgent and necessary mechanism to guarantee the stability of the national electricity system in a context of growing demand and risks of shortages.
The presidential provision, which declares the acquisition of goods, services, and works to expand the capacity for energy generation, storage, and distribution a national emergency, is based on facts such as the historic increase in electricity demand – which in 2025 exceeded 3,850 megawatts – the effects of climate change in the region, and delays in rehabilitation and expansion projects of networks.
The CUED clarified that the objective of the decree is not to bypass the requirements established in Law 340-06 on Purchases and Contracting, but to streamline administrative processes in order to execute in less time the necessary investments that guarantee a more efficient and reliable electricity service.
The organization assured that all processes derived from the decree will be executed under strict mechanisms of transparency and accountability. It stated that the contracts will be carried out through the Transactional Portal of the General Directorate of Public Contracting, with complete traceability and the obligation to submit periodic reports to the Comptroller General of the Republic and the Accounts Chamber. The declaration will be valid for twelve months, unless extended by a new presidential decree.
The CUED also recalled that since 2024 it has strengthened the internal audit departments, and that all purchasing and contracting processes are under the direct scrutiny of the Comptroller General of the Republic, which maintains permanent auditors in each of the Electricity Distribution Companies. “Constant supervision is a guarantee that every decision and every contract will be subject to rigorous control,” the entity pointed out.
Finally, CUED called on citizens, the media, and productive sectors to accompany this effort with their vigilance, convinced that transparency and social participation are indispensable elements to reinforce the confidence that every peso invested in this declaration of emergency will contribute to protecting the quality of life of the population and to sustain the economic development of the country.
