Santo Domingo.- Starting from the 2025-2026 school year, Moral Education, Civics and Citizen Ethics will be a formal subject at all levels of the pre-university education system, as established by Ordinance 02-2025 approved this Tuesday by the National Education Council (CNE).
The decision was made during the first extraordinary session of the CNE, chaired by the Minister of Education, Luis Miguel De Camps. The new training will be integrated into the curriculum explicitly and progressively, without increasing the existing workload or generating academic overload for students.
The main objective is to offer comprehensive training that strengthens responsible citizenship, respect for rights, critical thinking, and social participation from the classrooms.
Minister De Camps valued the contributions of the Vice Ministry of Technical and Pedagogical Affairs, especially from the Curriculum Department, and highlighted that the ordinance was built in a participatory manner with actors from the education sector and civil society.
The new subject reorganizes citizenship content that was previously distributed within Social Sciences, and places it in a structured sequence throughout the school calendar. This initiative seeks to promote ethical values, democratic coexistence, national identity, and social awareness in students.
As part of the implementation process, the Ministry of Education (MINERD) will launch the pedagogical series “Moral, Civics and Citizen Ethics”, with guides and activities designed for use by teachers and students throughout the school year.
In addition, the MINERD will promote the participation of fathers, mothers, guardians and social organizations, and will use the EDU+ platform for the dissemination of training content aimed at the entire educational community.
Among the expected results are: the strengthening of civic awareness, the increase of youth participation in social issues, the improvement of school coexistence, and a greater appreciation of national identity and constitutional duties.
