Santo Domingo, R.D. – The Minister of Health and President of the National Council of the National Health Insurance (CoSeNaSa), Víctor Atallah, swore in Dr. Edward Rafael Guzmán Padilla this Monday, appointed by the President of the Republic, Luis Abinader, through decree 461-25, as the new executive director of the National Health Insurance (
SeNaSa).
The swearing-in ceremony took place at the headquarters of the Ministry of Public Health
Public, with the presence of members of the SeNaSa Council, officials of the Dominican Social Security System (SDSS) and special guests.
When heading the swearing-in ceremony, Atallah highlighted Edward’s extensive career and experience, wishing him success in the performance of his new duties.
Upon assuming his new responsibility at SeNaSa, Guzmán expressed his commitment to work towards a management based on transparency, efficiency, and continuous improvement of the experience of affiliates and providers, with the aim of strengthening trust in the services of the National Health Insurance.
With its designation, SeNaSa is expected to continue consolidating its role as the cornerstone of the Dominican health system, strengthening citizen trust and advancing towards a more equitable, efficient, and people-centered coverage.
Edward Guzman’s Profile
Guzmán is a doctor graduated from the Pontificia Universidad Católica Madre y Maestra (PUCMM). He holds two master’s degrees: Management and Administration of Social Security Systems, from the University of Alcalá-OISS, and Business Administration (MBA) from the Universidad Católica Argentina (UCA). In addition, he is a specialist in Economics and Health Management.
He has developed an extensive professional career as a university professor at PUCMM, where he teaches subjects in public health and social security.
At SeNaSa, he held various positions: head of Medical Auditing, head of the Health Management, coordinator of the project “SeNaSa Takes Care of You” and of the SNS-SeNaSa Framework Agreement.
In August 2020, he was appointed Vice Minister of Planning and Development of the Ministry of Public Health, joining the Health Cabinet and actively participating in the National Vaccination Plan “Vacúnate RD”.
Subsequently, in April 2022, he assumed the general management of the National Council for Social Security (CNSS), where he promoted reforms aimed at transparency, efficiency, and equity in access to health services and social protection.
About SeNaSa
The National Health Insurance is the Health Risk Administrator (ARS) with the largest number of affiliates in the country, covering more than 70% of the Dominican population, with a growing participation in the contributory regime.
According to article 159 of Law 87-01, SeNaSa has a Council and an Executive Directorate, and is responsible for guaranteeing quality health services to its affiliates, managing risk with efficiency and equity, and organizing a national network of providers under decentralization criteria. The institution is accountable to the CNSS and the Superintendency of Health and Occupational Risks (SISALRIL), and is considered one of the pillars of the country’s social protection system.
