Abinader appoints new deputy director and inspector general of the National Police and orders promotions and retirements

Santo Domingo.– The President of the Republic, Luis Abinader, issued Decree No. 133-26, through which he designates General Esteban Figuereo García as Deputy Director General of the National Police and General Ernesto Rafael Rodríguez García as Inspector General of the institution, in addition to ordering promotions, retirements and new appointments in the police structure. The provision establishes the following: Article 1. Article 1 of Decree No. 582-23, of November 14, 2023, is repealed with respect to the designation of General Juan Hilario Guzmán Badía, P.N., as Deputy Director General of the National Police. Article 2. General Esteban Figuereo García, P.N., is appointed Deputy Director General of the National Police. Article 3. General Ernesto Rafael Rodríguez García, P.N., is appointed Inspector General of the National Police. Article 4. Article 1 of Decree No. 45-25, of January 28, 2025, which designated General Werner Manuel Núñez Quezada, P.N., as director of Internal Affairs, is repealed. Article 5. Colonel Francisco Amparo Gómez Polanco, P.N., is promoted to the rank of general, P.N., and appointed director of Internal Affairs of the National Police.

Article 6. The following members are placed in honorable retirement due to seniority or having reached the maximum time of service in the rank within the ranks of the National Police, and are granted a pension from the Dominican State:
  • Julio C. Betances Hernández, general, P.N.
  • Rufino Ant. Contreras Ruiz, general, P.N.
  • Pedro E. Cordero Ubri, general, P.N.
  • Latif M. Mahfoud Rodríguez, general, P.N.
  • Francisco J. Torres Dotel, general, P.N.
Article 7. Colonel Jorge Miguel Perdomo Sena, P.N., is promoted to the rank of general, P.N. Article 8. Colonel Antonio del Carmen de los Santos, P.N., is promoted to the rank of general, P.N. Article 9. Colonel César G. Ares Montás, P.N., is promoted to the rank of general, P.N. Article 10. Colonel Ángel M. García Jaime, P.N., is promoted to the rank of general, P.N. Article 11. Colonel Gabriel Ant. de los Santos García, P.N., is promoted to the rank of general, P.N. Article 12. Colonel Edgar Ramón Arnoud Vólquez, P.N., is promoted to the rank of general, P.N. Article 13. The payment of the pensions indicated in this decree will be made in accordance with the procedures established in Law No. 590-16, Organic of the National Police, of July 15, 2016.
