EDES is only collecting 59.5% of the energy they purchase and are accumulating a deficit of US$630.3 million

As of July 2025, electricity distribution companies (EDEs) are charging consumers only 59.5% of the energy they deliver to consumers.

According to the CRI (Color Rendering Index) of the EDEs, in the first six months of 2025 the EDEs have consumed less energy than in 2024.

In January 2024, the total CRI of the EDE was 60.7%, while in January 2025 it fell to 59.7%; in February 2024, it was 60.6%, and in 2025, 59.6%; in March, May, and April of 2024, it was 60.1%, and in those same months of 2025, it was 59.7%.

In monetary terms, in the first six months the EDEs purchased energy for a value of US$1,754.8 million, with an increase of US$13.0 million (+0.7%), compared to the same period of the previous year, of which they have collected US$1,124.5 million, with a reduction of US$4.0 million (-0.4%), compared to the same period of the previous year.

This translates into a deficit of US$630.3 million, according to data from the Performance Report of Electricity Distribution Companies.

It is recalled that on September 8th, the Government issued a decree declaring “national emergency” for all purchases and contracts related to the electricity sector aimed at increasing generation capacity, reducing instability, meeting demand, and strengthening storage.

The Unified Council of Electricity Distribution Companies (CUED) supported Decree 517-25, issued by the Executive Branch, considering it an urgent and necessary mechanism to guarantee the stability of the national electricity system in a context of growing demand and risks of shortages.

The presidential provision, which declares the acquisition of goods, services, and works to expand the capacity for energy generation, storage, and distribution a national emergency, is based on facts such as the historical increase in electricity demand – which in 2025 exceeded 3,850 megawatts – the effects of climate change in the region, and delays in rehabilitation and expansion projects of networks.
