Santo Domingo.– The Minister of Housing and Buildings (MIVED), Jean Luis Rodríguez, reported that the Government plans to deliver between 1,600 and 2,000 homes during the September-December period of this year, as part of efforts to expand access for Dominican families to housing solutions.
During his participation in LA Semanal con la Prensa, led by President Luis Abinader, Rodríguez explained that the MIVED is working simultaneously to accelerate the completion of ongoing projects, expand housing supply, and reduce the obstacles affecting the construction sector.
The minister also indicated that between September and December, the groundbreaking for some 2,600 new homes is scheduled, continuing the housing programs promoted by the Government.
Rodríguez pointed out that during President Abinader’s administration, more than 15,000 homes have been delivered and highlighted the increase in state support aimed at facilitating their acquisition. He recalled that the programs began with aid of around RD$300,000 per family and that currently the state contribution is around one million pesos.

When addressing the construction sector’s concerns regarding price behavior, Rodríguez explained that the final cost of a home responds to different variables and not exclusively to wages.
“The cost of housing is not exclusively inherent to the issue of wage increases in the construction sector, but also to the cost of land, materials, and other components,” he stated.
He explained that one of his first meetings after taking office as minister was with the Dominican Association of Housing Builders and Developers (ACOPROVI), with the goal of listening to the sector and working together on alternatives that allow for the preservation and strengthening of programs aimed especially at low-income families.

Rodríguez assured that the MIVED will maintain a permanent dialogue with public and private stakeholders to identify solutions that contribute to expanding the supply and facilitating access to housing.
Permissions practically double
The minister also highlighted the progress made in streamlining construction permits and its impact on private investment.
Between January and August 2025, 663 building permits were approved, while during the same period in 2026 the figure rose to 1,269 permits, practically double.
Growth is also reflected in the investment volume associated with those projects. In January-August 2025, approximately RD$166,977 million were recorded, while for the same period in 2026, the figure reached around RD$460,000 million.
Rodríguez stated that these results respond to President Abinader’s vision of facilitating processes, reducing obstacles, and creating better conditions for the private sector to develop projects and generate investment.

“The goal is to continue streamlining processes so that projects can move forward and investments can be turned into works,” he maintained.
MIVED accelerates public buildings
Rodríguez recalled that the work of MIVED transcends housing construction and encompasses important public infrastructure in the areas of health, education, and the penitentiary system.
During the current government administration, 24 health centers have been built and delivered, including 13 hospitals and 11 diagnostic and primary care centers, which represent around 1,300 hospital beds.
Regarding the penitentiary system, the handover of the Elías Piña Correction and Rehabilitation Center and the first stage of Las Parras stood out, while the Anamuya prison in Higüey is 97% complete and is close to being delivered.
Likewise, the MIVED has built and delivered centers of the Autonomous University of Santo Domingo (UASD) in Baní, Azua, Hato Mayor, Santiago Rodríguez, Neiba, and Sánchez Ramírez, and is currently executing the Santo Domingo Este extension, which will be the largest in the country.
Rodríguez reiterated that the priority of this new stage will be to accelerate ongoing projects, eliminate obstacles, and convert the physical progress of the works into concrete results for the population.
