Lima.- The Presidency of the Council of Ministers of Peru (PCM) ordered this Sunday to begin the government transition process after the National Jury of Elections (JNE) proclaimed this Friday the right-wing Keiko Fujimori as president-elect for the 2026-2031 term.
Through a multiple official letter sent to all sectors of the Executive branch, the President of the Council of Ministers, Luis Arroyo, launched the management transfer process, ordering the start of institutional coordination to ensure compliance with the legal deadlines established for the change of government.
“I would appreciate it if you would arrange for the Outgoing Holder’s Transfer Team (ETTS) of your sector, as well as the competent bodies, to take the necessary actions to guarantee the proper development of the management transfer process, providing the facilities for the accreditation of the Incoming Holder’s Transfer Teams (ETTE),” requested Arroyo to the ministries.

He also requested to extend these provisions to the vice-ministries, the general secretariat, bodies, organizational units, programs, special projects, attached public agencies, and other entities included, and to carry out the necessary actions to ensure the availability and timely delivery of the information and documentation provided.
In addition, the Executive branch activated protocols for the delivery of public information based on criteria of institutional collaboration and service continuity to avoid gaps in the administration and ensure that the new authorities receive a complete overview of the State’s situation.

In the official document, the appointment of economist Marco Vinelli by Fujimori is formalized as the person responsible “for the coordination of the Transfer process of the Incoming Head of the Executive Branch”.
Vinelli, who was responsible for the electoral campaign of the Fujimorist party Fuerza Popular, “will act as representative for the formation, accreditation, and coordination of the Incoming Holder’s Transfer Teams (ETTE)” before the ministries and other government entities.
Fujimori, daughter and political heir of former Peruvian president Alberto Fujimori (1990-2000), was officially declared president-elect of Peru this Friday, as the results of the presidential election runoff were proclaimed, in which she defeated leftist Roberto Sánchez by a narrow margin of 49,641 votes.
The National Jury of Elections, the country’s highest electoral authority, approved the results, following Sánchez’s unsuccessful attempts to stop this act by alleging, without evidence, an alleged fraud against him and demanding the annulment of the vote abroad, which would give the victory to him, who was the most voted candidate in the national territory.
The proclamation of the JNE results marks the end of the electoral process, with no possibility of turning back on the outcome, in which Fujimori obtained 50.135% of the valid votes, receiving 9,223,396 ballots; compared to 49.865% for Sánchez, who accumulated 9,173,755 votes.
