Santo Domingo Este.– President Luis Abinader stated this Saturday that the delivery of 1,000 property title certificates in the Los Frailes sector represents a transcendental step of social justice and dignity for the beneficiary families, by providing them with legal security over their homes, strengthening their assets, and opening doors to new development opportunities.
During the event, held at the Fe y Alegría Educational Center, the president highlighted that this action directly impacts more than 4,000 people who today have the peace of mind of having in their hands the document that legally certifies their ownership, by ensuring that the regularization of property is one of the initiatives that brings him the greatest satisfaction due to the direct impact it has on the lives of Dominican families. “This is one of the acts that I enjoy the most, because it truly brings peace of mind to the family.”
Abinader highlighted that the delivery of these titles puts an end to years of uncertainty regarding land tenure and allows families to have the security that their homes legally belong to them. “The lands are for those who have occupied them for years… That is the act of justice we have today,” he stated.

The head of state explained that having a property title allows families to access the formal financial system, start businesses, expand their homes, or make investments that contribute to improving their living conditions, in addition to guaranteeing a secure legacy for future generations.
“With that property title, you can now go to formal banking, start a business, or expand your home. You also know that you will leave your family a peaceful, problem-free property as an inheritance. This is peace and tranquility,” he stated.
Likewise, he highlighted that formalization increases the value of real estate, noting that a titled property acquires greater value and legal security. “When they walked through that door, the property was worth a certain amount; now it is worth two or even three times more,” he stated, while urging the beneficiaries to protect that asset.
More than 170 thousand titles delivered throughout the country
President Abinader reported that, as part of the national titling policy, the Government has delivered around 170,000 property titles throughout the national territory and reiterated that the goal is to continue increasing this figure to bring legal security and social justice to more Dominican families.
“We still want to deliver twice as many so that people have justice,” he stated, while reaffirming his administration’s commitment to continue developing titling projects in Los Frailes and other communities in the country.
Savings of RD$80 million for the beneficiary families
The executive director of the Technical Executing Unit for State Land Titling (UTECT), Duarte Méndez, highlighted that the delivery of the 1,000 title certificates represents savings of RD$80 million for the beneficiary families, as they receive a document for free that would have a high cost through private channels.
Méndez Peña explained that this first delivery in Los Frailes directly benefits 1,000 families who for decades awaited the regularization of their properties. “Today, thanks to the commitment of President Luis Abinader, they receive their property titles without having to invest a single peso from their own pockets,” he stated.
In that sense, he indicated that to make this process possible, the UTECT and the General Directorate of National Assets intervened in an area of 246,115.30 square meters, overcoming various legal and registration obstacles.
“With great joy we are here to carry out this first delivery of title certificates… A thousand families who for decades awaited the definitive solution to their rights are receiving their property titles today,” he expressed.
The official assured that the will of President Luis Abinader was decisive in overcoming the difficulties that arose during the titling process. “As your will, Mr. President, always exists to eliminate obstacles, today this has been overcome,” he stated.
Méndez Peña stated that land titling has consolidated itself as a public policy that transforms the lives of thousands of families by providing them with legal security over their assets.
Commitment to continue expanding the degree
The executive director of the UTECT thanked the support of the communities, the authorities, the Real Estate Jurisdiction, National Assets, and the institution’s technical team for contributing to the development of the project.
Likewise, he highlighted that President Abinader’s vision has allowed land titling to become a national priority. “His ongoing support motivates us to continue working with efficiency and transparency, so that Dominican families can receive their property titles in a simple, secure manner and with full legal guarantee,” he concluded.
Beneficiaries highlight human impact of land titling
Mrs. Polonia de la Cruz, representing the beneficiary families, described the delivery of titles as “a historic day” for the Los Frailes sector and stated that the document represents much more than a legal requirement.
“A property title is not just a simple piece of paper; it is the peace of mind of knowing that the roof over our heads is 100% ours, that no one can take it away from us, and that we are leaving a secure legacy for our children and grandchildren. It is restoring our dignity,” he expressed while thanking President Abinader for promoting the titling process, and highlighted the human component of this initiative.
The blessing of the event was led by Deacon Otilio Rodríguez, from the San Maximiliano Kolbe parish, who offered a prayer to entrust the activity and give thanks for the delivery of these property titles that provide legal security and well-being to the beneficiary families.
