Santo Domingo.- The deputy of the National District for the Modern Revolutionary Party (PRM), Carlos Sánchez Quezada, submitted to the Chamber of Deputies a bill that seeks to establish a digital registration system for people detained by members of the National Police or the Armed Forces.
The objective, as explained by the legislator to De Último Minuto, is to
ensure respect for human rights, institutional transparency, such as immediate access to information by family members.
The initiative proposes the creation of a national technological platform, administered by the
Attorney General’s Office, where each detention is registered with data such as name, place, time, reason for detention, and the location where the person is held.
This information would be available to family members free of charge and in real time, guaranteeing their right to know the whereabouts and legal conditions of their family member.
According to Sánchez Quezada,
this law responds to the uncertainty that many Dominican families experience when a family member is detained without clear information about their situation. In addition, it seeks to establish direct responsibilities for the agents who carry out detentions, who will be obliged to immediately register the data in the system. The project also contemplates the mandatory presence of a prosecutor in each detention center, as a supervision mechanism.

The proposal clarifies that
detentions will not generate a criminal or military record, and that the information will be removed from the system within 72 hours of release, unless there is an active judicial process. The protection of personal data will also be guaranteed in accordance with Law 172-13, while the
Dominican Institute of Telecommunications (INDOTEL) will be responsible for ensuring the technological connectivity of the premises.
With this legislation, the deputy seeks to strengthen citizen control over the State’s security institutions, contribute to a fairer and more modern justice system, and ensure that Dominican families have timely access to information when a loved one is detained by the authorities.
