SONDEOS highlights the best-rated ministers for efficiency and results at the end of 2025

Santo Domingo.– The polling firm SONDEOS released the results of its most recent national public opinion study, which positions the Ministers of Housing, Education, Tourism, Industry, Presidency, Sports, Health, Culture, Environment, and Youth among the best valued by citizens in terms of efficiency, management, and results during the year 2025.

The study was conducted between December 20 and 23, 2025, using a 100% in-person methodology, with a representative sample of 1,300 interviews nationwide, which guarantees statistical soundness and reliability in the results.

The data reflects a favorable citizen perception towards the officials who lead strategic portfolios of the State and who have managed to link their management with visible results, effective execution of public policies, and an active territorial presence. The ranking is presented in a context of high appreciation for presidential leadership. According to the study, 78% of respondents consider President Luis Abinader to be an honest leader; 63% believe that his administration has been the one that has most combated corruption in the Dominican State, and 67% recognize that he possesses the capacity and knowledge necessary to improve the country’s situation. This environment directly affects the positive perception of the ministerial cabinet’s performance.

Top 10 Ministers Best Rated for Efficiency in 2025

Faced with the question: “Which officials stood out for their high level of efficiency during the year 2025?”, the results positioned the following ministers:
  1. Carlos Bonilla – Housing and Buildings (77 %)
  2. Luis Miguel de Camps – Education (76 %)
  3. David Collado – Tourism (76 %)
  4. Víctor “Ito” Bisonó – Industry, Commerce and Mipymes (75 %)
  5. José Ignacio Paliza – Ministry of the Presidency (75 %)
  6. Kelvin Cruz – Sports (74 %)
  7. Víctor Atallah – Public Health (74 %)
  8. Roberto Ángel Salcedo – Culture (73 %)
  9. Paíno Henríquez – Environment (73 %)
  10. Carlos Valdez – Youth (72 %)
The ministers included in this Top 10 far exceed the levels of regular and negative assessment, consolidating a citizen perception associated with efficiency, meeting goals, and management capacity. According to POLLS, there is a clear correlation between management efficiency, perceived honesty, and closeness to the citizenry. Sectors such as housing, education, tourism, health, industry, youth, and the environment are among the most highly valued, as they are areas where the population identifies public policies with a direct impact on their daily lives. Overall, the results reflect a citizenry that values public management when it perceives concrete results, institutional continuity, and an effective response to the country’s real needs.
