Santo Domingo. – The deputy of the Fuerza del Pueblo (
FP) for the 2nd district of the National District, Tobías Crespo, submitted a bill that seeks to promote and deploy Digital Citizenship, Digital Identity and Smart Cities, with the aim of improving efficiency in municipal works and raising the quality of life of the population.
“This law aims to enable and promote the use of information and communication technologies (ICTs), as well as digital means or platforms for municipal services and processes and administrative procedures of the Local Government and guarantee the promotion and deployment of Digital Citizenship, Digital Identity and smart, sustainable or ubiquitous municipalities in all territories of the Dominican Republic,” Crespo explained at a press conference in the Chamber of Deputies.
The legislator pointed out that with this piece, the State must guarantee universal, neutral, ubiquitous, and equitable access, economically accessible and of adequate quality, to Internet infrastructure and ICT services in all territories of the Dominican Republic.
Crespo indicated that the Central Government, in coordination with the Dominican Municipal League (
LMD), will have to support the city councils and municipal districts in the articulation of a National Digital Transformation Strategy, in order to integrate new technologies in municipal processes.
The congressman explained that the proposal “will involve a migration of methods and a change of logic and mentality, by adopting technologies such as Artificial Intelligence, cloud computing, the Internet of Things, automation, Data Mining, Big Data, Blockchain and any other tools that seek to change the way institutional operations are carried out and the provision of services to citizens.”
He also stated that with the implementation of this law, municipalities will be able to create competitive advantages, optimize operational efficiency, foster innovation, and improve the user or citizen experience.
Finally, Crespo maintained that the piece seeks for city councils to promote the safe, responsible, and participatory use of digital technologies, strengthening democratic coexistence and transparency in administrative processes and the provision of public services.
