Santo Domingo. – President Luis Abinader appointed Héctor Pastor Vásquez Frías as consul general of the Dominican Republic in Caracas, Bolivarian Republic of Venezuela, through Decree 351-26. The provision is part of a series of movements carried out by the Executive Branch to strengthen Dominican consular representation abroad.
The designation was announced along with other diplomatic and consular appointments made by the president through decrees 350-26 and 351-26, signed recently.

Héctor Pastor Vásquez Frías served as a minister counselor in the internal service of the Ministry of Foreign Affairs (MIREX), a position to which he was appointed in January 2025 as part of the reorganization process of the Dominican foreign service.
Other consular appointments
In addition to the appointment in Venezuela, the Government appointed Robert Ramón Arias Fernández as consul general in Santiago, Chile, with jurisdiction over the entire Chilean territory, and Juan Mercedes Mateo Guerrero as consul general in Providence, Rhode Island, United States.
Likewise, María Luisa Ubiera Zorrilla was appointed consul general of the Dominican Republic in Raleigh, North Carolina, after a previous provision that kept her in functions within the internal service of the Ministry of Foreign Affairs was repealed.
Strengthening the foreign service
The appointments are part of the actions promoted by the Executive Branch within the framework of Law 630-16, Organic Law of the Ministry of Foreign Affairs and the Foreign Service, which regulates the operation and organization of the Dominican diplomatic and consular representation.
The decrees were forwarded to the corresponding institutions for execution and compliance purposes, including the Ministry of Foreign Affairs, the Office of the Comptroller General of the Republic, and the Chamber of Accounts.
