Santiago de los Caballeros .-The Santiago City Hall reported that this Friday the court heard the review of the coercive measure imposed on Suleiny Esther Amador, one of the main defendants in the electronic fraud through which RD$3,435,120.00 was stolen from one of the city council’s bank accounts.
The judicial process originates from the events that occurred on April 24, 2026, when the Electronic Investigations Management of the Banco de Reservas (Banreservas) detected illicit access to one of the accounts of the Santiago Municipality City Council. As a result of the criminal action, five fraudulent electronic transfers were executed for a total amount of RD$3,435,120.00.
Investigations established that the funds were transferred to third-party accounts allegedly linked to a criminal structure dedicated to committing electronic crimes. The case file lists Suleiny Esther Amador, Yafermy García Araujo, and Elide Miguelina de las Mercedes as defendants, while Jorge Miguel Rivas Medina remains under investigation, along with other individuals whose involvement continues to be investigated.

The authorities also determined that several of the accused were arrested when they were allegedly attempting to withdraw part of the funds obtained fraudulently, which allowed for strengthening the investigations and identifying those involved.

In defense of municipal assets, the Mayor’s Office of Santiago filed a complaint with civil party status on April 30, 2026, the date on which the request for coercive measures against the defendants was also heard.
In that hearing, the court imposed pretrial detention on Suleiny Esther Amador, while the other defendants were given coercive measures consisting of a financial guarantee.
The hearing held this Friday is part of the normal course of the criminal proceedings and corresponded to the review of the coercive measure imposed on Amador.
