First round of four draws begins and PROTCES awards, through tenders, MSME contractor companies that will renovate educational centers throughout the country
Santo Domingo, DR.– Through the “Classrooms 24/7-365” Plan, promoted by the Dominican Government, the School Infrastructure Directorate (DIE) began today a round of four raffles to select the MSME contractor companies that will carry out rehabilitation work with corrective maintenance in 331 educational centers throughout the national territory.
Similarly, the adjudication process for the Rehabilitation, Maintenance, and Completion of School Centers (PROTCES) began, through tenders in accordance with Law 47-25 on Procurement and Contracting, to intervene in another 1,120 facilities, whose works will be executed in the National District and the country’s 31 provinces. The educational centers in the most critical conditions will be ready between June and August of this year, 2026, with an investment of more than RD$3.6 billion, which guarantees physical spaces in dignified, functional, and safe conditions for students and teachers. In total, 1,451 school facilities will be impacted.
The first draw was held this Tuesday at the Tony Barreiro sports center of the Autonomous University of Santo Domingo (UASD), under a rigorous transparency mechanism, in which, by means of a raffle, the Purchasing Committee of the School Infrastructure Directorate selected the winners of the first batches of schools to be intervened corresponding to the National District and the provinces of Santo Domingo, Monte Plata, and San Pedro de Macorís.

Roberto Herrera, head of School Infrastructure, stated that, by order of President Luis Abinader, the interventions will be accelerated through the “Maintenance 24/7-365” Plan during the students’ collective school holidays, which will ensure that the most critical classrooms are in functional, optimal, and safe conditions at the start of the 2026-2027 school year, benefiting more than 500,000 students, teachers, and administrative staff, and contributing to the strengthening of the national educational system.

“These works, which are being carried out through the contracting companies we are selecting today, will give an extraordinary boost to the administration led by President Luis Abinader in overcoming the historical deficit of classrooms that our country has been dragging, and will foster the creation of a culture of maintenance for school buildings, efforts that are accompanied by the Minister of Education, Luis Miguel De Camps, in pursuit of strengthening educational quality, which we know is of national interest,” declared Herrera.
He added that the institution has intervened in more than 700 school campuses in recent months with corrective maintenance work, which guarantees a more favorable and positive school climate for next August.
The bidding and lottery process, organized by the School Infrastructure Purchasing and Contracting Committee, benefits 197 contractors; among them, 124 selected through lotteries, 53 from PROTCES through bidding processes, and 20 for labor work, each with a batch of schools assigned to be renovated with corrective maintenance. The total investment exceeds RD$4.6 billion.

The event included the participation of a team of oversight technicians, notaries, and representatives from the Dominican College of Engineers, Architects, and Surveyors (CODIA), who highlighted the organization, transparency, and clarity of the selection process for the contracting companies, which will be responsible and committed to executing the rehabilitation work for schools, high schools, and polytechnics.
