Santo Domingo, RD.- The general director of Public Contracting, Carlos Pimentel, revealed on his X account that the Superior Administrative Tribunal (TSA) declared inadmissible an appeal filed by the company Valdez Professional Training Systems, of Mr. Juan Valdez, against the General Comptroller of the Republic (CGR) and the Deputy Attorney General (PGA).
In a series of posts on the aforementioned social network, Pimentel explained that the resource was related to a contract valued at RD$598 million signed with the National Institute for Teacher Training and Capacity Building (INAFOCAM) for the execution of the program “Productive Bilingual High School Graduates”.
He detailed that the contract in question was not registered by the CGR at the request of the General Directorate of Public Contracting (DGCP), due to identified irregularities and pointed out that although Valdez alleged that the CGR rejected the registration without grounds, he never presented a formal administrative act to support his appeal, which was decisive for the TSA to declare it inadmissible.
He also specified that Valdez Professional Training Systems requested the court to impose daily fines of RD$200,000 on the CGR, but that petition was also rejected.
The head of the DGCP emphasized that in the process, both the CGR and the PGA pointed out that the contract had already been annulled and terminated, so there was no procedural object on which to decide.

He stated that the TSA agreed with this approach and determined that, as there was no challenged administrative act or subject of controversy, the appeal was inadmissible.
Carlos Pimentel concluded his thread on X by pointing out that none of Valdez’s claims prospered, and that this ruling confirms that the contract was never registered, was rescinded, and has no legal validity.
