Elsa Rosa Vásquez received RD$2 million from SENASA for procedures not performed on patients who do not know her.
Santo Domingo.- A SENASA audit of payments made to general surgeon Elsa Evelyn de la Rosa Vásquez detected irregularities in claims totaling RD$2,052,051.20, according to the file presented by the Public Prosecutor’s Office of COBRA 2.0-A.
The prosecuting body points out that claims corresponding to specialized medicine consultations and outpatient procedures performed in the office were reviewed.
Among the findings are incomplete forms, the absence of the provider’s name, signatures of affiliates with a typeface similar to that used by the person filling out the claim, and telephone numbers whose last four digits were inverted.
The audit also identified four medical authorizations with notes that included the expressions “Info. Pedro Martínez” and “Info. Ángel Martínez,” patterns that the Public Ministry links to other questioned authorizations.

The investigators identified ten affiliates who appeared in claims submitted by the doctor and who, according to the file, did not acknowledge having received the services.
The Public Prosecutor’s Office included these audit results as part of the evidence supporting its accusation that claims were filed for medical services that were allegedly not actually provided.

The hearing for the coercive measure was postponed until next Wednesday, September 23 at 2 p.m. by Judge Rigoberto Sena, for the 26 people arrested due to the raids carried out in various parts of the country.

Mirna Ortiz, head of the Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (Pepca), indicated upon leaving the hearing that the Public Ministry is prosecuting on this occasion “an articulated scheme that was organized from SeNaSa with former SeNaSa employees and doctors who had assigned codes.”
The Public Prosecutor’s Office requested that the case be declared complex and that 18 months of pretrial detention be imposed against Angeury Guzmán Vásquez, Heidy Coronado Paulino, Starky Atahualpa Arturo Rodríguez Nova, and Lucreisy Polanco Núñez.
Also, against gastroenterologist Ysabel Heredia Vallejo and physicians Einstein Rafael Borromé Valdez, Juan Henry Poueriet, Hanna Rashell Rodríguez Almánzar, Luz Esther Reyes Durán de Ramírez, Edwin Alberto Batista Cruz, José Luís Díaz Hernández, Carlos Job Ynoa Olivero, Guillermo Enrique Dicló Garabito, Griselda Altagracia Basora Ramírez, and Juan Gabriel Rodríguez Ravelo.
Likewise, for the doctors Martha María Saldaña Saldaña, Elsa Evelyn de la Rosa Vásquez, Engels Federico Díaz Mendoza, Keila Beatriz Acosta Leonardo, Rafael Mauricio Cabral González, Laura Altagracia Santana Evangelista, Víctor Felipe Rodríguez García, Wander Manuel Díaz Encarnación, Yocaira Antonia Méndez Beltré, Marcelino Eusebio Figuereo, and Ray Ernesto Mercedes Lugo.
